Does DCA still open early so you can ride Soarin

Before Carsland, DCA used to open a half hour early and you could ride Soarin and LM and line up for rope drop inside the park.

Does that still happen?

Well, not right now. Condor Flats is blocked off for refurbishment currently. DCL probably still opens early, just can't ride Soarin'.

They still let folks into the parks before the park official opens, but they hold non-EMH guests (or everyone on non-EMH mornings) on Buena Vista Street until the parks official opens. How early they start letting folks in varies, but I've heard anywhere from 5 to 30 minutes before park opening.
 
The best bet is to go during an EMH, or if that's not an option, make sure you're NOT going on an EMH day. Either way, you'll be allowed onto Buena Vista Street about 15-30 minutes before the park opens and you'll just head there straight away. I haven't been in almost a year, but I noticed most of the crowds in the morning head to RSR/Carsland so it makes it a bit easier to get on any of the rides to the right upon park entry without a long line.
