kind of like the goofy relative in a family? Just watching him walk the parade he reminds me of someone in a family who is just goofy and doesn't take himself too seriously. He always has that big grin on his face! This is not intended to be a bad thing. I'll take him over Dick Cheney (who I never saw smile) anyday.
