Does anyone know why the smilies work on the boards, but most won't work when sending pm's

This has been an issue for awhile. I have asked a couple of webmasters, but not gotten any results. They all work fine when posting on the Community Board, but when we try to insert them in a private message, most of them don't work, and a couple of us are wondering why, and how to solve it?
