Does anyone know how to reproduce the Miniature Model Effect in PSP?

I have Paint Shop Pro Photo XI ... Does anyone know how to reproduce the Miniature Model Effect in Paint Shop Pro? ... the tutorials I have seen are for Photoshop ... can this be done in PSP as well?

I don't use PSP, but here's a tutorial on how to do it in Photoshop, so it's at least a rough guideline.
