Does anyone have an Amex Serve account?

Can you explain how this works? I read all over their website and I understand that I can send funds TO the Serve account but can you also deposit funds back into your bank account?
They describe it like it's similar to Venmo in that you can send money to someone you owe or receive from someone who owes you but then they also say after Oct 2015 you can no longer link to a bank account.

If someone pays me from their Serve account to mine, do I have to spend that money via the debit card? What if I'd rather just deposit it back to my bank?
