I guess I'm paranoid about the ADR window. Does the +10 refer to a 10 night stay (which means if you're counting your arrival day and your departure day, it's actually 11 possible ADR days)?

It refers to 180 days plus the length of your stay up to 10 days. If you are staying longer than 10 days you have to make reservations for the remaining days on a rolling basis (one day at a time). I've never stayed longer than 10 days, but I think that's how it works.

ETA: I think I misunderstood OP's question and I'm not sure about it including the departure day

It means that 180 days prior to your check-in date, you can make up to 10 days' worth of dining reservations.
