A member could do this on their own by hosting the reservation in their account. I doubt DIS or DVC would allow any advertising of such though.
Not really, unless DVC made some exceptions. The one transfer rule would keep an individual from accumulating small amounts of points. The second issue would be multiple resorts and/or use years.
An individual/individuals could set up a not-for-profit organization to accumulate and administer the points rather than Disney taking it on. However, to be truly effective Disney would need to allow multiple transfers in to the not-for-profit's account for more effective use of "leftover" points.
I suggested this approximately two years ago but never heard back from anybody. Perhaps it would be worth pursuing a bit more aggressively, as it still remains an intriguing idea...
The thing is, so many of us have points that just end, when our new use year begins. I have 14 points in holding that will run out in about 3 weeks. It would be so nice to give them to Make a Wish, and if several of us donated a few points here and there, a lot more sick kids would be able to go to Disney World. It seems like such a waste for those points to just slowly die away, when they could do so much good. All the airlines manage to let us frequent flyers donate some of our points to charities.
