Do you need to dial "9" to call outside the resorts from your room?

9 first.

That is pretty much standard at most hotels. The reason is that you are on an internal phone system. You can press a number to call Room Service, another number to call Bell Services, another for the front desk, or call rooms directly. The "9" connects you to an outside line.
 
Just be forewarned that it is very expensive making outside calls from the room. Even the CM mentioned this to me when we checked in.

I would use a cell phone if I could to avoid all the charges you'll get hit with using the room phone.

Or get one of those calling cards for $0.05 per minute from Walmart, Sams Club etc. You will ONLY get charged $0.75 by WDW.
