Do you need a car seat to use DME?

Hi,
We're thinking of using DME for our trip next year. We will have one little guy that will be 5 years old. Here in California, a car seat is needed until 6 yrs old. Will we need a car seat for DME, or is it like the WDW buses, with no car seat required?
