Do you include a child under 3 on ADR?

We are on the dining plan for our upcoming trip in September. This is the first trip I have taken on the dining plan too. We have our dining reservation window open in one week. There will be six of us total. However, one of our party will be 21 months old meaning she is not on the dining plan with us. This is probably a dumb question but I'm assuming that I should be making any ADRs for six of us and not 5? She will be eating off our plates or we will order her something and she will need a high chair. Thanks for the guidance.

you need to include everyone.
for restaurant capacity they must know the amount of people no matter their age.

We went last November when our youngest was 2. When making an ADR at CRT the CM told us everyone must be included in an ADR reservation because of the restaurants fire codes.
