Rule of Thumb: If it is the last 30 minutes of your life it is invaluable. If it isn't then it has no value at all. You got the rest of your life ahead of you, assuming that it's more than 30 minutes.
Well, Disney has the cost to operate the ride built into the park ticket. And, recently they decided to see how many people they can convince to pay an extra charge for that opportunity.
At least they have great perks like Magical Express from the airport and free parking at the resorts. Oh, wait, never mind.
I would always try for VQ first at 7am and 1pm. If you fail at both then you can decide if it’s worth paying for.
Having been there 2 weeks ago, it wasn’t hard to get VQ at 7am, and even PH over at 2pm and able to get VQ ride Remy. I think I rode it 4 times with only 2 official Epcot reservations. Outside of busy weeks, I think Remy is very doable without paying
It seems some days the 7am drop is available for awhile and many days the 1pm drop is available for hours.
Today (sun 10/31) the virtual queue is still available at 7:28am.
I arrive at WDW today and my Epcot day is Wed. Hopefully this happens then too! Today Epcot is a predicted crowd level 5 and Wed is level 1 (per touring plans)

Just another vote of confidence chiming in. We went twice this past week, getting a boarding group at 7 am. The only reason I might pay for it is to avoid waiting in the line as it was about a half hour wait, most of it in the heat.
