Do you have to have a room reservation for a PS?

I know I should be able to find this somewhere on this thread, but I haven't been able to in ANY search. Do you have to have a room reservation made in one of the resorts in order to make a PS at one of the restaurants? I have worked out my "park plan" (for now until they post new hours!) and "know" when and where I want to eat, but I still haven't decided where to stay. I'm at that "sacred" 90 day mark!

No, you don't have to be staying at a WDW resort.
