Yes.

Either she gets up too late, doesn't care for her appearance, or prefers to save her hair by not blow-drying.

So, two negatives and a positive. Still, if she wants to save her hair, wash it at night. Clients shouldn't see wet hair.

I think of someone that is likely coming from the gym. Wet hair is clean hair and thats better than those that dont shower.

I used to wash my hair before work, put gel on it, drive to work, and when I got to work, go straight to the ladies room and brush it out. When I first arrived at work, my hair looked wet because of the gel, but once I brushed it out, it was fine.

Yikes! Well I regularly have wet hair when I get to work (I'm an SLP in a school). However it is either pulled back into a neat bun or "done" in beachy waves using some product. I think it really depends how she is coming in. Is it like she just threw the towel off her head and walked into the office or does she still attempt to do something with it?

is she meeting with clients with wet hair? I didn't see that part. I can't see how it is an issue otherwise. I would just figure she goes to the gym those mornings and works out and doesn't dry her hair.

Yes I often do this as well. My hair is wet, and pulled back neatly (as mentioned in my earlier post) but mid way through the day when its dry, I will brush it and pull it back again. Looks less crunchy that way.

Soaking wet or just damp?
I have very long, very thick hair. In the more humid months it is still damp the next morning if I wash it before bed (I do not blow dry it--not good for the hair and I like my hair).
DD13's hair tends to get frizzy when out in a breeze. She runs a damp comb with some gel on it through her hair right before she leaves for school which helps some--but her hair does look damp when she arrives.

So, for damp hair like that I would not really think a thing of it. WET hair--leaving water marks on the shirt, etc would seem wrong. Kind of like showing up unshaven or otherwise not fully groomed.

ETA--I would not think twice about wet but puled into a styles as some PPs posted while I typed. Just really WET and hanging loose and getting other things wet would seem wrong.

My impression is she has a great cut that doesn't require blow drying. Lucky her.

Receptionist - so she is the first person any visitor to the office sees.

As far as how wet - it isn't dripping but it appears pretty wet (more than just damp).

does it look neat, even though it is damp? I often choose not to dry my hair, although I'm a sahm so its definitely not an issue. lol. but when I did work I remember we had one receptionist who had the prettiest thick, wavy, long, dark hair and she would come to work occasionally with it still damp. it still looked fine, wask groomed, and wasn't dripping or dampening her clothes or anything like that. she was well put together herself and gave a great first impression for our office.

on the other hand, I tend to look a bit more unkempt if I am running around with damp hair, so if I were meeting with clients or the first person that they saw, yeah, I'd dry mine first, or pull it back. but I think that has more to do with my hair style and type of hair.

In a corporate invironment, clients (or otherwise people you want to instill a decent impression with as a reflection of her employer) are always around.

So, I did assume clients would see this person. If not clients, then others in the workplace that might notice.

I also assumed that the hair was not done, in the vernacular sense of the word.

My hair is curly. I wet, gel and go in the morning. I have a 1 1/2 hour commute, though, and by the time I get to the office it's pretty much dry.

I would love, love, the choice as to whether my hair was curly or straight.

I would think that you work with me because you are describing one of our receptionists.

Would this be an issue if this person was a man?

In a professional office? no chances are it wouldn't be an issue... because a man would most likely have short hair in a professional setting... and his hair would prob. be dry by the time he got to work.
