My booking window is opening up on July 9. I want to reserve a couple of excursions. Do I have to pre-pay for these at the time I sign up online? TIA

No, the cost of the excursion is charged to your onboard account the first day of the cruise.

However, if you want to cancel an excursion without penalty, you must do so by 3 days prior to start of the cruise.

If at any time before the cruise or during the cruise, the weather does not cooperate or Disney decides to cancel your excursion, you will not be charged for the excursion. If you cancel less then 3 days prior to the start of the cruise, then you will be charged for the excursion.

Unless DCL can "resell" the spot. Sometimes full excursions have waiting lists.

You are still charged for the excursion, even if DCL later cancels it, since it's charged to your onboard account the first day. If DCL cancels the excursion, then they will give credit back to your onboard account.
