Do they offer rider switch at morning EMH?

We are doing morning EMH at MK and Epcot. There are some rides operating during that first hour that my 2 yo can't ride and we'd like to do rider switch immediately after the first group rides (within the EMH time) if possible.
1. Do you know if they give out rider switch passes during morning EMH?
2. Do you know if they allow you to use the rider switch passes during morning EMH?
