Do they charge for child under 3 at charater meals?

We are planning on Chef Mickey's for our character meal breakfast. DS will be 4 and DD will only be 2. Do they still charge for a 2 yr old that isn't likely to eat at all?

No they do not. 3 is the cut-off.

Nope they don't charge for under 3 for any meals where it is family style, pre-plated or buffet (character meals plus a few other places). At counter service places, you pay for what you order...

They are allowed to eat and/or share, but you will not be charged.
