Do people queue for Tinkabell before 9.15 start time?

Yes. We go right at RD. Sometimes we're among the first 10 people in line, sometimes we're further back. But people do go there right at opening.
 
The earlier the better. Sounds obvious, but it works for virtually everything at WDW.
 
We had a ADR @ Crystal Palace for 8:10 by the time we were done it was about 9:10-9:15 and went straight over to Tinkerbells Nook & were like the 10th family in line... Not too bad.
 

People line up for Tinkerbelle before the park officially even opens. We lined up 15 minutes before official park opening one morning when we did an early ADR, and we weren't even the first people in the line, and this was during the off season. I'd say by official opening time there were already a good 30 or so people in line who were already back there because they were in the park for breakfast like us and wanted to get the fairies out of the way first thing ahead of the crowds. There was a pretty good line started by the time we got through, and I think we were only about the 4th family in line to begin with.
 
We were there at mid-March (Crowd level 7),a busy day. We went to Tink right after the parade pass through the hub. We waited 10 minutes to see Tink. We came out and waited 20 minutes to get the Dole Whip though. :confused3

Personally, I won't spend the most precious morning time waiting for Tink. I'd rather do a lot of rides in the first two hours.

Same for Talking Mickey. We went at midnight, no line, no one there. 0 minute wait, and we were the only family there.

I think the general advice from Forum persists:
Early in the morning,
Parade time,
Late at night.
 
Thanks for your replys. We have a 8am for crystal palace so can be first in line if needs be. However my son has got sen (we will get a das) and 15 mins wait May not be possible for him.
Do you wait outside before 9.15 opening or is the inside queue already open at 9am? I take it the das does nothing for tink? Would the cm let 2 adults queue for the 2 children wanting to meet tink whilst the other 2 adults wait with the kids elsewhere? None of the adults are wanting pictures it would be just the 2 kids.

We waited inside, but not sure if that is always how they do it or what. Disney is known for switching procedures up. The queue is inside with ropes snaking through a room and a flat screen tv on the wall. I remember the kids being entertained by the tv while we waited. I want to say it was playing Tinkerbelle cartoons / clips / movie ??? something like that, but I wasn't really paying attention to the tv, so can't remember for sure. This room is a separate room from where you actually meet the characters. It's just for the waiting. It's not an interactive queue either. There really isn't anything to do while you wait but look around or watch the tv.

You might be able to switch out. I'd say that would depend on the luck of the CM you get and how crowded it is. We were able to switch out adults about 9:00. We didn't change the number of people in line though, and we didn't change the kids. We only changed adults who weren't meeting them anyway. Never asked just did it and no one questioned, since it didn't change the dynamics of the line in any way. But, it also wasn't extremely crowded at 9 either, the room was only about half full, so you could still go under the ropes to come and go. Not sure if you'd have any trouble if the place was full and you were trying to get up front.
