Do People making ADR really not know what's going on?

We are going to Disney on free dining at the end of September -- and we have just convinced my cousin and her family to join us for the free dining. Now, they are not on the computer much -- and don't DIS nearly as much as I do -- so I was trying to help them with their reservations. On Friday, Sept 22, we are all doing MNSSHP -- we won't have checked into the resort yet -- but my cousin and her family will be there -- and want to eat at Tony's in the MK before the start of the Halloween party. When she went to make the reservation for 5pm, they told her that she would not be able to get into the park until 7.

Next, she tried to make a breakfast reservation for 1900 Park Fare for 8am. They told her she would have to take a cab because the buses won't start running until 9am when the park opens! (Can you imagine the buses not runnning until the rope is dropped?!)

I have told my cousin that from what I read here on the DIS, we should be able to get into the park at 5pm for the Halloween party -- but if not, we do need a plan B. But for the breakfast issue -- I can't believe they are giving out such bad information.
 
My Dh was told to take cab or drive to Ak for Donalds to He just laughed and said he'd take bus and get there no problem
 
Some of the people on the phones don't have a clue as to what goes on outside of their department (or maybe their specific job.) The busses start running officially an hour before the parks open.
 
I had the same response. I made an 8:05 ADR for Crystal Palace, and was told to take a cab because there is no Disney transportation early enough to get us there in time (we are at WL). Thanks to the fantastic DISers I was told there are always early busses for those who have early breakfast ADR's. :cool1:

The person I spoke to even went to check with someone else and came back with the same answer.....
