Do kids under 3 who don't have a park ticket

Do kids under 3 who don't have a park ticket get a FOTL card when we stay on site ? I know we have stayed when my DD was this little but I can't remember if she had one or not. We are now taking our 2 yr old GD this year so just wondering.

No, she won't need an express pass. It's all been changed recently with everyone having to get a special express pass with their photos on them. The kids under 3 don't have to get their photos done.
