Do kids under 3 eat free???

I am trying to figure out where we are going to eat, and get some Priority seating set up, and it seems like all the restaurants I am coming across for kids (mostly buffets/characters), are for 3 and up? Does that mean my 18 month old would be free? What do you think?

At a buffet you would not have to pay for a child under 3 to eat there. At counter service or table service, you would have to pay for a children's meal (if you ordered one!) Hope this helps!-Dana
