Do I need a car seat in a taxi?

We are planning on a breakfast at Cape May Cafe one morning and wanted to take a cab from AKL to BC rather than making all the transfers on WDW transportation.
DS3.5 will be with us- does he need to be in a car seat? Will they provide one if he does?

Supposedly you need one. The child is under 4. If you ask the bellman to get you a taxi he will call Mears and ask for a taxi with a child seat. There are probably many times a taxi has transfered from one point in Disney to another without any problems. A lot depends on how you feel about the car seat. I wouldn't recommend going with out one.
 
Aside from the LEGAL aspect, let's consider the bare-bones safety aspect.

I'm hoping there's no way you'd allow your child to travel in a car or minivan totally unrestrained. So if there's no car seat you'd be using a seatbelt, right?

Shoulder belts can be very harmful to children if the child is too small. That's why many states require that kids too old/big for traditional car seats move into a booster seat. A booster seat "boosts" the child up so that the shoulder belt will be helpful and not harmful. A shoulder belt needs to go across the chest. If the person is too small and the shoulder belt goes across the neck, there can be very serious trouble in an accident or sudden deceleration. Gravely serious.
