Do I Count a 2-Year-Old When Booking an ADR?

I'm traveling with a very large group which is making getting ADRs challenging. I will have a 4 y/o and 2 y/o traveling with us. When selecting the size of the party, do I count the 2 y/o? I realize he takes up space at the table so I'm thinking I do need to count him; however, with Disney, you never know.

Great thanks. Just looking for a way to shave off some numbers. We've got 14 people!!! The 2 year old will probably be on someone's lap most of the time.

Doesn't matter where they sit you have to count every person matter how small. It is a capacity issue.
