Do Character CM's have different costumes?

On Friday on my way out of the park at about 4:30 I noticed a Peter Pan taking pictures with people that looked very different from the Peter we had seen that morning. The peter was in front of the castle and had a small line formed. The costume was completely different (the cap was different and had a folded over layer the bottom and the shirt had leaves on the shoulders and neckline) and the person wasn't wearing a wig and was much taller. I was under the impression that characters are cast according to size and that Disney is very careful to have the different people playing character roles be similar in size and that their costumes are the same so as to provide a consistent experience. Then I thought to myself - I wonder if this is just person in a halloween costume taking pictures with guest and not a CM at all.

So do character CM's all wear copies of the same costume and look or is there variety? was this person the "real" Peter Pan or a costumed imposter?

I have read disclaimers that Disney doesn't allow party guest to pretend to be disney characters and take pictures with guests but what do they actually do if they catch people impersonating characters?

It's kind of creepy when you think about it-these people aren't fingerprinted or vetted and yet they are hugging on other people's children. Maybe I'm too sensitive but the idea really bugged me when I thought about it later that night.
 
If you had concerns the best thing to do would be to approach a CM or go to city call to address it. While it's true that there are rules in place and people have been asked to leave over it, the description is kind of vauge to say yes or no. However in my experience all the characters look the same as per strict costuming guidelines, so my gut is to say it wasn't a CM.

While it may have seemed harmless to them , maybe people didn't know the rules or didn't care to adhere to them ( happens even at Disney), the only way to address a issue is to confront it.
