Do any websites really guarantee low air fare?

Sorry for a silly question, but we never travel....

Do any of the websites guarantee a low airfare? So if I book now and the prices go down we could actually get the lower rate?

Since we travel so infrequently, we really wouldn't need a credit somewhere.

Indeed. That would pretty much undercut the science of yield management that the airlines rely on in their attempt to be profitable.
