The quality differs. Pop has the best quality, IMO.

Although some items may be the same, there are differences between the value food court menus. For example: the All Stars have a taco salad, Pop does not. The All Stars offer a mushroom swiss burger, POP doesn't but POP offers a cheesesteak wrap that the stars do not.
All of the resorts have specialties that are only available at that resort- we normally stay at POP but do go to the other values as well as moderate and deluxe food courts to have their specialty items not available at POP.

I've not really eaten at the Value resorts, but I remember seeing tie-dyed cheesecake at Pop. I believe that is unique to Pop.

Some examples of specialties that we have tried especially at the moderates and deluxes quick service - Caribbean Beach Resort has a Caribbean burger with grilled pineapple on it, Animal KIngdom Lodge has an African Stew in a Bread Bowl, Port Orleans Riverside has a create your own pasta bowl and a Chipotle barbeque burger, Polynesian has an Aloha Pulled Pork sandwich and for breakfast has Tonga Toast, Pop has a beef & bleu sandwich as well as the Philly cheesesteak wrap, Port Orleans French Quarter has a creole burger and of course their beignets, the All Stars was the only place that we found mushroom-swiss burgers.

Pop has very good grilled flatbreads--the others do not. Otherwise, pretty muc the same.
