Do all discounts have to be applied before check-in?

We will be taking our nephew (military),
can you use military discount upon arrival? Staying Poly suites, and I know it has "so far" been impossible to get any discounts (ex: no free dining).

I think you're throwing me off with "Poly Suites"....are you referring to a regular room at the Polynesian?? If so, then you would need to apply the military discount ahead of time to make sure that there are enough rooms available under that discount. The current military discount ends 9/30/12 and it's unknown whether it will be renewed for next year.

Although we ultimately ended up staying WL for our most recent trip, I had switched to a Poly reservation plenty of time under the 40% mil discount and there was always plenty of availability, but some other resorts (like AKL, BC) were sold out for the discount.

It's not possible to get any kind of discount on arrival... all discounts (military, AAA, AP, general discount) require advance booking. And all depend upon room availability for that rate - sometimes the discount is available but not on the type of room you want. Since you have questions, you need to call reservations and talk to them!

disney did not allow more than one discount.

free dinning is a discount. so you can have the free dinning or the military discount. not both

You have to book with a discount if you want one. If you book rack rate, thats what you'll be paying when you arrive. I don't understand why you'd want to wait till arrive to ask for a discount rather then booking one
