Actually, pay for California-Site DIP Participants is set by the Collective Bargaining Agreement in place for their Line of Business (or Company Compensation Policies in the case Hourly Non Union Cast Members), so it's ever so slightly more in line with the cost of living than in Florida.
There are many difference between the two sites, but I think the most notable ones are:
California-Site Disney Internship Programs does not offer Company-sponsored transportation, but all Participants are able to receive Company-sponsored Orange County Transporation Authority bus passes.
Internship Education Classes are mandatory, unlike in Florida.
There are nowhere near as many Participants as in Florida, and CBA stipulations have placed a cap on the total number of Participants at any time, which may or may not be more favourable for you.
Of those Participants, many if not most do remain in a Casual Regular (Part Time) position with the Company afterwards, so if that's a goal for you perhaps you'd be interested.
And the most important one, IMO, is that there are significantly more opportunities in other divisions of the Company in California than in Florida. Most of the activities of the Disney Organization in Florida are related to Walt Disney Parks and Resorts. In California, you have access to The Walt Disney Studios, Corporate, etc. If your goals lay within the areas covered by one of those organizations, you have a much easier time of networking than you would in Florida.
