DL Premier Pass - 7 days ahead for everyone?

Can Premier Pass be purchased 7 days before your park day for everyone? If you have a Good Neighbor package, is it 7 days before check-in, or 7 days before each park day?

Disneyland website just days 7 days before, but without much detail, and I could have sworn that it was only 3 days before for some guests in the past.

I believe you can purchase your premier past two days before arriving at the park.
It makes no difference whether you have a package or are you staying at a good neighbor hotel or a Disneyland hotel.
You should be able to start selecting your attractions once you’ve scanned into the park.

I have not used it myself maybe somebody can correct me if I’m wrong

Lightning Lane Premier Passes can be purchased via the Disneyland app up to 7 days in advance of your park visit, starting at 7:00 AM Pacific Time (subject to very limited quantities).

To me this means 7 days before the park day you want to use it.

I called today to clarify, and the rule is just so backwards - it's 7 days if you have standalone tickets, but if you have a package (either DL resort or Good Neighbor), you can't purchase until your tickets "populate" 2 days before checkin.

Yes because it's for New Years Eve. It looks like it didn't sell out last year, but you never know!

I've been unable to find a definitive answer, but I've read that yes a few times it has. It might have been when it was first introduced though.
