Disney's Magical Express - Room Only Booking

I am a DVC member and normally stay at the DVC resorts so I have only ever dealt with DVC Member Services to book Disney's Magical Express. I have added a little bonus trip to the Food and Wine Festival after a trip to Disneyland. I booked the All Star Music on a room only basis through a UK tour operator. There are two questions that I have:

Will I still be able to use Disney's Magical Express with a room only booking?

If yes, how do I go about booking this?

Yes, anybody staying in any Disney owned resort can use DME.

You can book online, or check the two Magical Express pinned threads. There's a direct toll-free number.
