I agree there may be different policies in CL lounges. It may have to do with liquor licenses or laws because Monorail resorts were built long before the Epcot resorts.The issue of an open beer vs an unopened beer or any alcohol container has to do with the type of liquor license that covers the individual establishments. The official policy is that all containers should be opened and consumed on the premises. No package offerings as a "to go" option.
Our experience has also been quite varied over the years and as noted can be very inconsistent day to day and resort to resort. We have had many CL CMs offer us multi beers in unopened containers to take back to our room. Others would offer 1 opened and 1 closed per adult while the last group insisted that all must be opened before leaving the lounge!
This is very standard that Disney is very inconsistent. Not for lack of having rules or policies but because humans are all different and each interaction is often unique. As a friendly reminder; we always use the question, when is the 3 PM parade? It still makes the family laugh...

What I disagree with is that the reason Disney is inconsistent is because of humans being different. It is Disney not consistently enforcing its rules and policies. Any company that does not enforce their policies will have inconsistent answers. There will be several reasons. Poor training of rules to begin with. Not having consequences if not following rules is another reason. I think both of these combined is why we all get different answers from CM's no matter what department they work for.
