Disneyland tickets at Costco?

Does Costco in SoCal sell discounted tickets to Disneyland? If so, are they limited to SoCal residents?

Sometimes they do, sometimes they don't. I haven't seen them limited to SoCal residents unless they are offering a SoCal ticket promotion at DLR.

Sometimes you buy the tickets at Cosco at face value but get a Disney gift card. There are a lot of variations.
