Disneyland Reopening Speculation Superthread

During a news briefing Monday, Newsom said state officials are working with public health officials to develop new public health mandates to stop the spread of the virus in counties that are under the state’s most restrictive purple tier, which now encompasses 51 of the state’s 58 counties. The restrictions would fall in line with the state’s strictest stay-at-home order rolled out in mid-March with some modifications, according to Newsom, though he did not expand on what those modifications might entail.

“If these trends continue, we’re going to have to take much more dramatic, arguably drastic action,” the governor said.

The new stay-at-home order, which could be unveiled as early as Tuesday or Wednesday, would mark the latest restrictions placed on Californians in recent weeks as coronavirus cases and hospitalizations surge amid the largest wave seen so far in the pandemic.

This is very concerning, as I'm supposed to be there Friday and Saturday. I really don't want to have to cancel - I've been looking forward to this trip so much.

Well, OC is getting worse! 29.8 (22.2 adjusted for tiering) case rate per 100K and positivity rate of 8.8%. Still heading in the wrong direction! LA County is 40.3 (20.2 adjusted) case rate per 100K and positivity rate of 7.0%.

OK, I'm totally dumbfounded. Is going to Disneyland really all that different from going to a ski resort? Is it? REALLY? I mean, sure, the actual skiing could not be more safe. Lots of fresh air, plenty of distancing between guests. But it is, by its nature, VERY cold, and when it gets cold, you head inside. While outside skiing could not be more safe, inside the lodge is a germ-fest; always has been, always will be. You HAVE TO TRAVEL to go skiing. Almost nobody lives within 20 miles of any ski lift.

Not knocking the ski industry - LOVE snowboarding, and GOOD FOR THEM! Why is Disney being treated SO differently though? It's night and day;

That's the case with every business that is closed, while others are open. Governments just don't know what is best, and there is no perfect way for everyone. They have to find a balance between:
- what science would dictate: Close everything right now and keep it closed for a month.
- what economy wants: Open everything up
- what people can handle and how long they can handle it. From: Yes, it sucks but I will suffer through it. / I want to help, but I also want to live my life. / This is nonsense, no one tells me what to do.

Some things have to be closed so others can be open. It would be more fair to have a rotating system between businesses.

As far as inside the lodge goes, the ski areas are subject to the same restrictions as far as retail and restaurants go. It looks like nearly all ski resorts in CA are located in purple tier counties, which means they are subject to the same restrictions as all other businesses in the purple tier. So no heading inside the lodge to warm up with a hot chocolate. The article also states that all queues must be located outside. I think the biggest key is limiting visitors to people with reservations, annual passes, or pre-purchased tickets. I don’t believe those were part of the guidance for theme parks, correct? I would think theme parks could go back to the state and ask them to reconsider their guidance if parks use a reservation system since it was allowed for another semi-similar industry. I just got a notice from the San Diego Zoo that you now have to make reservations to enter the park. It sounds like they will have some sort of a standby wait system, but I think it will be risky to show up without a reservation. I wonder if they did that on their own or if they are trying to get ahead of an anticipated future requirement as cases continue to rise.
 
But why are we reacting to 'cases' vs more serious markers such as ICU beds or death?

Hospitalizations, ICU beds, and deaths will typically lag case counts by about 2-3 weeks (death has the longest lag). People get infected first, then go to the hospital, then go the ICU, then pass away. You're right that Covid deaths is probably the firmest data, but the problem is that if you're only going by Covid deaths only, then you will be reacting way too slowly.

Things look "OK" if you only go by the death rate, but I think it is very likely by the middle of the month you will see deaths get towards the top of the chart unfortunately, though I hope I am wrong.
 
I was going to speculate on what is going on with the COVID numbers right now - but seems really OT. Maybe fair warning for that part of the discussion?
 
New CDC guidelines released today state that quarantine need only last seven days with negative test (assuming exposure, which is not what the "Stay at Home" order assumes) or ten days without symptoms.

A park reservation system has always been part of what the parks have offered. Whatever they are doing in FL, Disney has offered they will do in CA (other large parks are also in line with this). They can't stay closed indefinitely or be open to only 25% capacity forever. Those are the deal-breakers in the State guidelines.

Yes, it’s always been part of what Disney parks offered, but I was speaking about the CA government guidance for all theme parks. The state guidelines for ski resorts includes reservations and allows them to open in the purple tier, but I believe the guidelines for all theme parks (not just Disney) do not include reservations and they certainly aren’t allowed to open in the purple tier. With the release of the ski resort guidelines, I would think theme parks could now go back to the state and ask for the guidelines to be changed to be similar to the ski resort guidelines.

I don't see CA budging on their guidelines, ski resorts and theme parks are different imo. Disney probably will try to go back and ask but get nowhere. At this point they are probably just going to wait it out and do what they are doing now.
