Disneyland Policy on Passengers on Scooters

I have spoken with Disneyland Cast Members, and I have it as official park policy that NO passengers, especially children, are allowed to ride on a mobility scooter. There can be ONE person (for a park rental, one person over the age of 18) at any given time.

Children (or adults) cannot ride on the back, the arms, or the lap of the scooter/scooter driver.

This is true for Park Rentals, Off-site rentals, and Personal scooters!!!

Now, the CM also confessed they are uncomfortable asking people to remove their children from their scooters, but that more and more people are doing it, so there may be a crack-down soon. A Jungle Cruise CM said he has seen several people almost go off the dock (I saw this happen once) because the child was playing with the controls.

I dont know what the official policy in WDW is, but I felt people here should know that the official policy is that there can only be one person on an ECV at a time.
 
There's really just no reason that anyone else needs to be on a scooter. They aren't designed for additional passengers, and that's that. I see no problem with letting a child sit in your lap with one during a parade or something like that, but ONLY if it's not in motion. I can see this turning into a sticky situation with personal scooter owners though, all that "It's my property and I can do what I please with it!!".
 
WDW and DL have the same policies and the policies apply to all mobility devices (not only scooters), whether owned by the user or rented. This is from a pdf file about the policies that a CM shared with me:

RELATED WOW & DLR POLICY MESSAGE POINTS:

  • All wheeled mobility devices must have 3 or 4 wheels and maintain stability and balance when stopped, unpowered, or unoccupied.
  • Training wheels or similar modifications are not permitted.
  • Electric vehicles are to be operated while seated. Devices that require the user to stand while operating them are not permitted.
  • Electric vehicles must be single-rider and are not to be used to carry passengers.{my bold}
  • Devices should not exceed 36" in width. This dimension is in keeping with the size of our entrance gates.
  • Electric devices must be battery powered. No gasoline or other type of flammable/hazardous fuel is permitted.
  • Mobility aids must not be devices that have been converted from their intended use. For example, pull wagons or coolers on wheels are not permitted.
  • ALL motorize stand up devices are NOT ALLOWED IN OUR PARKS
  • Modified Segways which include a seat are NOT ALLOWED IN OUR PARKS
