Does it appear to anyone who is going to be at DL on 10 November that the following will be open?

A Christmas Fantasy Parade

Jingle Cruise

"it's a small world" holiday

Haunted Mansion Holiday

Santa Claus at Critter Country

If it starts on the 10th, everything should be available. HMH is already open. IASW lighting ceremony has usually been before the official start. The fireworks and parade have also had soft opens in previous years. The only thing on that list that I wouldn't expect before the 10th is Santa.

Is santa going to be there since they closed big thunder ranch?

They announced that Santa will be where the Winnie the Pooh characters usually meet.

It should all be open on the 10th. Runners for Avengers (aka Super Heroes) will be arriving on the 10th, and the park will be ready for them!
