based on your previous post. If something major is down, then it it makes wait times for other major attractions like Mansion longer.
For example, if Peter Pan is down, then Snow White, Dumbo, Toad and Alice will be longer.
If Pirates is down, then Mansion is longer.

Always look at the App Wait times in the morning and see if certain attractions are not posting a wait time. That usually means the attraction is down.
 
Updated DCA plan: Guardians is becoming much more popular due to Halloween and the attraction change over later in the day. Which is why I removed Soarin as that line doesn't seem to be too bad throughout the day and decreases as the day goes on. Loading in the morning has been very slow and limited recently.

I would bypass Web Slingers and focus on Racers first. IF you are at Rope Drop and near the front of the rope.
Otherwise Guardians first then Single Ride Racers.

In ALL scenarios I would save Web Slingers for later. Get in line for Web Slingers when the posted time is 45 minutes or less. In most cases the wait time for WS will be less than the posted time.

Goal for the fist hour at DCA (8am opening) is to be at Pixar Pier and on TSMM before 9am.

Issue with Soarin at rope drop is that they do not always run both theaters and all seating locations. So there may be something like a 15-25 minute wait, when 25-35 minutes is about the average for the day.
To me it does not make sense to hit up Soarin near rope drop and instead come back later to do it.

If you want to avoid Guardians and can do single rider on Racers near Rope Drop, I would do Racers via Single Rider. Single Rider is usually a near walk on within the first 15-20 minutes of opening.

Otherwise I would look for something to do until you have to be at Pixar Pier.
So maybe Mater's, then Luigi's, then Monsters Inc. Goal is to be heading to Pixar Pier by 830am-840am. Then TSMM first, Incredicoaster, then Pal Around.

If you are able to do single rider on RSR you can really reduce the wait time. In the first 30 minutes I rode 3 times from the single rider line while the wait time was 60 minutes. I was lucky and all 3 times I was in the same car as my girlfriend. There was a group of 3 in front of us in single rider and when they had no groups of 3 in the stand by line, they actually got to go and ride all together. if you are willing, it can be worth it.

I love single rider for this ride but my son is not old enough (getting close!). I did it with a friend in October and it was about 25 minutes when the line was 60+
