Not to get refills for $1-2. But to use it and clip it to a stroller (and still pay the $4 for the popcorn in the paper box that you can then refill your bucket with), yes.

When DLR has had refillable popcorn buckets during their special promotions, it's been limited to annual passholders.

WDW Popcorn buckets are advertised as refillable for length of stay, that would be quite the park hopping.
