Disney World DVC vs Disneyland DVC reopening

Based on what I've been reading on various threads... it sounds like DVC "should" work toward reopening once they have government approval (I could be totally misunderstanding this!). Disney World opened up DVC resorts prior to opening up the parks. It sounds like Grand Californian got government approval and was to reopen on 7/23 but due to recent developments and uncertainty regarding when Disneyland Parks will open, they also delayed reopening the resort. So why was Disney World willing to open up DVC resorts prior to parks reopening while Disneyland is not? Is it union related issues? Just curious since it seems that they are approaching the reopening differently.

Florida and California are taking very different regulatory stances. Disney cannot re-open VGC.

(Similarly, Aulani has a couple of challenges from a state regulation perspective, most of which amount to not wanting to police quarantine requirements.)
