Disney Vacation Packages

I have a friend that is interested in booking a Vacation package for spring break 2016. Does Disney have discounted or promotional packages over spring break and when would they be posted? Plus, does anyone know the best website to purchase one of these packages or should they just go to the Disney website to purchase.
