We've been to both parks and enjoy them both, but what they offer is very different. With your kids ages I would stick to Disney and plan to do Universal when they're older and tall enough to ride everything.
If you do decide to do a split stay and are going to stay in one of their on-site deluxe hotels (Portofino Bay, Hard Rock or Royal Pacific) do Universal at the end of your trip. The first trip that we did a split stay and did Universal first my children were spoiled with the express pass. They really hated standing in line at Disney (and we went when the lines weren't bad, less than 15-20 min).
