If you wait to buy the insurance, it likely will not include a "pre-existing condition" waiver -- and anything related to OP's husband's cancer would not be covered. To get a PEC coverage that close to the cruise, yes it is likely to be more expensive. It's usually possible to get PEC waiver for no extra cost if insurance is purchased within 14 days of making deposit (may vary by insurance company).
