Disney Surveys while on property

So every time I stay at a Disney resort I get emailed a survey while I’m there and it says you must still be on property to complete. I usually just let them go and do the surveys I receive when I get home.
On my last trip there was an incident with a bus driver who was helping some people in scooters get situated on the bus. He got 2 settled in and apparently that’s all he is allowed to take. Another woman in a scooter started up the ramp (it was still down as he was helping the other 2 people) and he turned to her and said something to the effect of he’s only allowed 2 and she would have to wait for the next bus. Well this woman went off on the poor driver. He wasn’t rude or anything just doing his job. She immediately said she was calling the resort and complaining about him etc. you could see the poor guy felt so bad. while we were waiting she was calling the resort. So while on the bus back to the resort I saw this survey and figured I would do it and if they asked about transportation I would say something kind about the driver. i don’t like to get involved in these type of disputes as there are always 3 sides to every story but it really bothers me when people are so rude and belittling to cast members who are just following their rules. Again please don’t make this a discussion on who’s right or wrong I just felt the driver was polite and didn’t deserve the complain he was going to get. Sorry for getting so off topic
So anyway I try and log onto the survey and it says I don’t have GPS setting on my phone set. I googled this and went thru every setting to try and do this survey and I kept getting the site that said we can’t tell if your on property so you can’t complete the survey, please turn on your GPS setting. So I finally gave up. I was staying at Beach Club and as soon as I got back to the resort we walked toward Epcot and I was in the park and tried to check in for my dining reservation and it said you are not close enough. So how did it know that I wasn’t close enough to check in but couldn’t tell for the survey I was still on property? Is there some setting I should have on my iPhone that Disney recognized?
Thanks
oh and BTW I did go into the app and leave a cast compliment for the driver.

You had to enable whatever app it was using to have GPS, probably a browser. MDE already knows exactly where you are, but using MDE would make too much sense.

He works for Mears, so it probably doesn't matter, if that makes you feel better?

I've gotten the "you're not close enough" message when I've forgotten to turn my location (GPS) on in my phone.

FYI, there is a cast compliment area on MDE. Maybe you can compliment the bus driver on the professional way he handled a difficult situation with an unhappy guest. And that as a passenger you appreciate him following safety rules re: ECVs. It will at least counteract any complaint. If you don’t know his name, list what time, resort & where you were enroute to.

And seriously, there are only 2 strap down areas on each bus. Where did that lady think she was gonna go???

That's very kind of you & I'm glad you did it. I have been a guest services manager for decades & know that, for every compliment you get, you get at least 10 complaints. I have gotten complaints about my best staff members, accusing them of things completely out of character. I always know thaere is more to the story. I wonder if that awful woman ever made a call to someone's supervisor to say something nice.

Bus drivers that provide resort transportation to the parks and ds are Disney cm's not mears almost all the time. If it's a Disney bus it's a Disney cm. If they bring in coaches, like for rd or busy times, those aren't Disney cm's but they also wouldn't be loading people on scooters if it was a coach.
