only thing I have seen Disney say anything about is Burger D-Luxe. It is considered a quick service but a comment response on the Disney parks blog said that at this time it isn't going to be on DDP. That leaves it open to change though.
Burger D-Luxe is Disney operated. But it is true, most if not all restaurants at Disney Springs will be third party. Although I believe all the existing third-party TS are accepting DDP.

They are, but many didn't on day one (like Morimoto). It can take time for the contract to sign and go into place.
Even a Disney-operated restaurant has to be added into the accounting hierarchy for reimbursements and P&L (which is a responsibility at the GM level for that dining establishment).
