Are there any Disney Resort Restaurant's that you are "not" allowed to go to if you are not a Disney Resort guest?

I've never heard of not being allowed to dine if not a resort guest. I have heard of parking challenges though. It helps to have your PS number (in some cases that is required).

Anyone can eat in any of the resort restaurants. There are no restrictions. But, as someone else has posted, parking MAY be a problem, at the monorail resorts. Make a PS and be sure to have your number handy. You will always be allowed to park there for your meal, but during the high season, you may be given a 3 hr. parking permit. I've never encountered a parking problem at all during the off season.
