Disney Resort Reservations on the phone

I am curious. Every time I have called, the reservation specialist always quotes like garden view or something above standard. Then I have to ask for the standard view room rate. I feel like I am wheeling and dealing. Are they encouraged to get the customer to spend more money?

At my hotel, we always quote a higher rate than just our standard/lower rate rooms first. I'm very sure Disney does the exact same thing.
