That absolutely was the plan when it was originally announced. My guess is they're putting it on ABC because of a lack of content due to the ongoing strikes (which also might result in "Wish" being delayed until it's able to be promoted by the cast).

There’s no way Wish is getting delayed because of that. Disney doesn’t need to have the film's cast promote it.
