I think it's like any other business trying to attract customers. It's one deal for another. To get free dining you must pay full price for one ticket per person and full price for the room. Or you could get a great deal on tickets and the room but pay for food. You have to do the math carefully to see what is best for you/what you want more out of your vacation.

JcPenney does it all the time. The clothes might be buy 1 get 1 for $1 this week but you pay full price of $40 for the first item. But last week all the itmes were on sale 50% off so you paid $20 each instead of $41 for 2. It's a numbers game.
