Where can I buy them besides The Disney Store and at the parks? They don't have any at the stores right now and don't know when they'll get anymore either.

I ordered them from Merchandising Guest Services a couple of weeks ago for Easter baskets. The number is 1-407-566-4985, then option 2.
The stores will not have them until May 5th.

They are supposed to be releasing new Disney Dollars @ the Disney Store in May to coincide w/the celebration. So they should be available in a month or so.

Are these just dollars that are good in the parks? Is the only benefit that they are Disney?

Yes, they are good for anything in the parks, food, merchandise, etc.
