Can you use disney dollars for things like boat rentals or quarters for the arcade? Can they be used for food?

Yes on boat rentals & certainly on food. As for the arcade, if the machines take only US quarters, you'd need to exchange them for the coinage at a resort front desk or any disney cash register- then, yes to all!

I don't recall ever seeing a bill exhange machine accept Disney Dollars. As DVCconvert stated, perhaps the front desk will give change or exchange Disney Dollars for US currency. But you can use Disney Dollars for just about everything at WDW.
