Disney Dining Plan Question

Can someone let me know how this works please? Is the only way to get the Disney Dining add-on if you book a package with hotel and tickets? If you just buy the MYW tickets w/o the hotel can you add it? Thanks.

The dining plan is only available as an addon when you book a WDW vacation package that includes a Disney Resort stay and tickets. You cannot get it if you are booking a room-only ressie or if you are staying offsite.
