There is no program that I know of. I think there sometimes is a professional internship that deals with the international parks but they don't actually work there. They work here (usually in Orlando) on the design team and make a visit or two to the international park if at all during that time.
She could look into working for Disney English or Adventures by Disney. I know Disney English is based in China only right now but it is a fun opportunity. A degree in childhood education is not required only preferred. They want people who love to work with kids, have a strong grasp of the English language, and love Disney. Adventures by Disney is interesting because you don't know where you are going until you get hired. You may really want to do the China or Japan tours but get assigned to the London or Dude Ranch tours.
